“The Rain-Making Monster” is an optional side quest found within Faron Wetlands in The Legend of Zelda: Echoes of Wisdom.
Found in Scrubton, it can be started as soon as you arrive in this mid-game region, but know you can always return to it later after completing nearby critical path areas, including Stilled Blossu’s House, the Deku Scrub Lockup/Faron Jail, and eventually, Faron Temple.
How to start the ‘The Rain-Making Monster’ side quest

To start “The Rain-Making Monster,” head to Scrubton, which is south of Faron Wetlands’ Sweet Spot. Right in the center of the village, there’s a Scrub standing on a platform with a side quest for you. Talk to them, and they’ll ask to see a monster that makes it rain, beginning the quest.
‘The Rain-Making Monster’ walkthrough and solution

To complete “The Rain-Making Monster,” you have to present the Scrub with a drippitune.
If you don’t have the Echo yet, head east from Scrubton and take the first road south. Take it past the first intersection and keep heading south until the path turns to the west. A little bit over from there, you’ll find the Hidden Ruins.
There are two tall braziers here, but it’s always raining, so you can’t light them. Look in the pond behind the braziers for a pair of blue, singing frogs — drippitunes.

Kill both of the drippitunes and light the braziers to open a path. Inside, you’ll find a treasure chest. That’s not the real reward, though — that is the knowledge that whenever drippitunes are singing (with the colorful notes coming out of their mouths), they make it rain and, more importantly, make it so you can’t start fires. This is going to come up a lot.
Once you’ve learned the Drippitune Echo, head back to the scrub in the middle of Scrubton and show her a drippitune. You’ll get a smoothie ingredient as a reward.
